General Description: The role of Engineering Manager - Public Works involves highly responsible professional managerial and technical work which oversees and provides direction to the Engineering Division of the Department of Public Works including stormwater management, roadway management, environmental compliance, and project management.

Essential Job Functions: 

  • Manages the operations of the Engineering Division, including developing short- and long-range goals, objectives, and coordinating with other departments and agencies.
  • Directs project managers on complex projects, including defining scope, selecting consultants, negotiating contracts, amendments and change orders, preparing and monitoring project schedules.
  • Oversees the preparation of preliminary and final engineering designs and construction plans, cost estimates, bid specifications, and engineering reports for projects.
  • Plans, directs and conducts major special studies and projects as assigned and supervises the preparation and presentation of reports, findings and recommendations.
  • Reviews and evaluates development plans submitted by developers, landowners and engineers for adequacy of application and conformance to County Standards.
  • Manages and administers the annual Capital Improvement Plan and budget.
  • Ensures all infrastructure and site development plans, including all record drawings, construction plans and prints are proper.
  • Oversees preparation of engineering documents, agreements, maps, legal descriptions, resolutions and ordinances.
  • Responsible for grant management pertaining to Public Works engineering projects. Coordinate and participate in public meetings.
  • Performs related work as required.

Knowledge, Skills and Abilities:

  • Knowledge of Civil engineering principles/practices, procedures/processes, concepts/design methods, and operations for transportation, infrastructure, and storm water drainage projects including site development and construction.
  • Knowledge of pertinent federal, state and local laws, codes, and regulations.
  • Knowledge of rules and regulations with particular reference to federal and state utility regulations. Ability to exercise considerable independent judgment.
  • Principles of mathematics as applied to engineering work.
  • Principles and practices of project and construction management.
  • Professional engineering judgment to achieve results consistent with objectives.
  • Strong public speaking skills and the ability to establish and maintain effective working relations with consultants, the public, employees, and government officials.
  • Ability to analyze complex and diverse issues and prioritize multiple tasks and competing demands to optimize use of staff and other resources.
  • Skilled in negotiations, policy implementation, project management and employee relations and the handling of detailed situations.
  • Ability to communicate effectively and clearly - both orally and in writing, and at all levels of the organization.
  • Ability to plan and direct the work of engineers, technicians, contractors, and clerical personnel.
  • Knowledge of contracts and project management.
  • Ability to read and interpret complex studies and/or engineering reports and plans.

Minimum Requirements:

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in Civil, Chemical, or Environmental Engineering with eight (8) years' of progressively responsible experience in civil engineering OR a Master's Degree in a related field with six (6) years' of experience.  Four (4) years of engineering experience as a Professional Engineer with three (3) years of managerial and/or supervisory experience. Public Sector experience preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.  Licensed as a State of Florida Professional Engineer or state equivalent and the ability to obtain license by date of hire.
